Permissions issue using WinCVS

Hi,

I recently moved my repository to a new server and new version of 
CVS.  All is going well with one exception.

I have one User who typically does not log on to our domain but does 
have security to access the cvs repository.  This user can navigate 
fine through windows explorer the repository area and (as a test) can 
updated and create new files inthe repos area of the repos machine.  
However,  when using WinCVS and trying to commit a change to CVS 
we're getting a permissions error and does not allow the user to 
commit the change.  This was not an issue before this move/upgrade.
We do not use any logins via CVS.  Permission is done at the 
file/security level.

I have a userid identical to the User on the repos machine with the 
same password.  I have also tried using the 'login' through the 
WINcvs gui hoping those creditials would help with access, to no 
avail.

Does anyone have any suggestions?

New:
WinCVS/CVSNT  2.0.2.4
remote repository running windows server 2003

Old:
WinCVS 1.3
remote repository running windows server 2000
