how to create Users and Groups in cvs2.5

hi all,

i'm new to cvs and wincvs. with the tutorials from net i able,
1. install Cvs2.5, WinCvs2.0, Python2.5 and WinMerge2.6
2. created successfully repository in cvsnt
3. connected to cvs from WinCvs and imported a project in repository,
and checkout a module from repository.
4. successfully did importing and checkout a module from lan.

here, i used sspi protocol

from an article, i read that, we can able to create Groups and Users to
access the CVS and set access permissions on files (read, write, none)
to Group level.

now my need is,
1. how to create Groups.
2. how to create Users
3. setting permissions to files .

plz, send me how to do this.  or send links, from where i can get the
concept of this.
