Compare with Web

I have a question about comparing the files directly from Web.

Suppose I download few modules from a CVS repository from the WEB to
my computer. 1 month later can I see if there has been any update from
what I have in my computer to what is there in the web ?

I have used CVS for local comparison, but is it also possible to
download only the files which are new and hence create a revision ( by
commiting to the repository ) ?
