Read-Only file

I am having a problem with 2 files in my repository.  On checkout or 
update both are refreshed read-only.  I do not have my preferences set 
to read-only.  This also happens when running cvs command through a bat 
file.  All other files are read/write and are fine.  how can I change 
these 2 files to not be read-only?

Environment:
CVSNT 2.5.04 Bld 2442
WinCVS 2.0.24
