Again, sionce this is WinCvs acting as a *client* it is *not* a server
problem. My guess is that the last time you used WinCvs you had it
pointed to a top level folder in your checked out file tree and you
had set "flat view" on. It is a known issue that WinCvs will scan the
current dir on startup for the CVS related metadata and if in flat
view it may be thousands of such metadata files to read.
Fortunately, the ESC key should bring you out of the loop.

If you have your checked out files on network shares then the case
becomes even worse because the network file accesses are extremely
slow....
