You do realize, of course, that your statement is so completely generic 
that no one can possibly offer any useful advice, right?

If you mean you would like your Windows installation of WinCvs to access 
repositories on both (other) Windows boxes and Linux boxes, that's 
entirely possible.  WinCvs is just a CVS client, and hence can access 
repositories on *any* CVS server, be it hosted on Windows, Linux, 
Solaris, HP/UX, AIX, or anything else.

If you mean you want to *run* the WinCvs client on both Windows and 
Linux, that's entirely imposssible except through something like Wine or 
  virtualization, which I'm gathering from your vague statement is a 
little bit more than you should be tackling at this point.  As the name 
implies, WinCvs is a Windows executable, and thus runs on Windows. 
However, there are other members of the CvsGui family that run on other 
platforms: gCvs for various *ix's and MacCvs for Mac.
