there are different way to use public/private keypair's. Here's 
how i use it:

The key is handled by "Pageant" (PUTTY authentication agent), i need
to type in the password once a day after starting pc.
WinCVS uses the environment variable, defined as follows:
"CVS_RSH=C:\Programme\PuTTY\plink.exe"
"CVS_RSH" stores, who handles the ":ext" protocol extension, used in
your CVSROOT.
