first install on Windows

I just installed the latest recommended release and am unable to
create the repository.  I am running XP and I want the repository to
be on the same machine as I installed WinCVS.  I have opened port 2401
- it is listed as an exception on the windows firewall settings and I
have given it the name cvspserver.  

I have always used cvs on a *nix platform and I'm a little lost in the
Windows world.  

Here is the error:

cvs -d
:pserver;username=Test;password=test;hostname=delphinium;port=2401:c:\CVSROOT
init 
cvs [init aborted]: connect to delphinium:2401 failed: No connection
could be made because the target machine actively refused it. 

***** CVS exited normally with code 1 *****

Can anyone help me identify where the problem lies and how to fix it?
