"Change Sets" that are linked to all files in a single commit are
generally of very little use since fixing a bug may involve several
loops through the code-test cycle.

WinCVS is a "Front End" to CVS or CVSNT (open
source/unix/linux/mac/windows), generally the latter.

All recent versions of CVSNT include "commit ids" and also "change
sets".  A "commit id" is exactly what you describe (a unique ID for each
commit) and a "change set" is user defined (usually a bug number). Use
of "commit ids" requires CVSNT Server, use of "change sets" requires
CVSNT server and Client.

Using CVSNT you can perform merges etc using either the commit id or the
"user defined change set id".  Also if you "mark" files with a "user
defined change set id" (eg: bug number) when you begin work, then when
you commit you can choose which files you want to commit by bug id.
