I have no idea where you saw the "acidic" response in Arthur's reply 
which in my view was 100% objective and technical in content. Did you 
really understand what he was saying? By "WinCvs is just a frontend to 
CVS/CVSNT" he was not expressing that WinCvs is a client for the CVSNT 
server - it is actually "just" a graphical layer on top of the CVSNT 
commandline client. Thus discussion of CVSNT client functionality is 
actually perfectly on topic on this group.

WinCvs has no business implementing CVS(NT) client functionality. Its 
only purpose is to expose the existing functionality of the underlying 
commandline client and to make it more accessible. In the specific case 
of change sets/bug ids it is true that WinCvs does not (yet) do this 
though I think there was some talk quite a while back about a patched 
WinCvs version with support for bug ids from March Hare (i.e. Arthur's 
company, i.e. the primary contributor to the CVSNT project). I wonder 
what happened to that?
