Look at CVSROOT/loginfo of the repository (not WinCVS). Our file has an added 
line like this to send e-mails for all commits to andy bob and connie:
  ALL Mail -s '%p %s' andy [email protected] connie

I'm not sure what the "%p" does, but the "%s" causes the changed source files' 
names to be included in the e-mail.
