Browse for Folder always popping up

I just reinstalled WinCVS on a new machine (this is probably my 4th or
5th time installing it over the years).

I'm suddenly seeing a problem that I've never seen before. Whenever I
try to do, pretty much anything, including checking in a file, setting
up the CVS Root, checking out a module, whatever, the Browse For
Folder dialog pops up with absolutely no indication of why I should be
browsing for a folder. I'd browse for a folder and click OK if I knew
what it was looking for, but there's no hint at all as to what it
wants to browse for.

If I click cancel, everything works just fine. It's just a huge
annoyance. Anyone know what it wants so I can give it to it and it can
leave me alone?
