CVS Permissions to run "CVS LOG" command (history browsing)

Hi all!

I´m trying (unsuccessfully) to give all my CVSnt users permission to do a "Graph", this is, to run the "CVS LOG" command, to see all the history of a file, which is called "History Browsing."

I have CVSROOT\groups and CVSROOT\access but I can´t find on the internet how to give this permission to my users...

On the CVSROOT\access I only see this permissions "!rwc:"

And when somebody (who is not admin) tries to make a "CVS LOG" command, they get permission deny error.
I would like to create an ACL or some other method to grant this permission to my users.

Can somebody give me a hand with this?
I have searched the entire internet...
