Enter into winCVS(version 2.0.9.x) window click on Admin, select Command Line.

WinCvs is a GUI frontend to CVSNT. If you want command line, use the CVSNT
cvs.exe directly. The manual of the current stable version is here
<http://www.cvsnt. org/manual/ html/>. Check out especially section 6
<http://www.cvsnt. org/manual/ html/Branching- and-merging. html> for general
information on branching and the update command
<http://www.cvsnt. org/manual/ html/update. html> (this is what helps you put
your sandbox on a branch).. Something like

cvs up -r myBranch

(Called from within the sandbox directory that you want to put on the
branch.) 

After you moved your sandbox to a branch, that's what WinCvs will be
working on when you open it.
