Well, yes, sort of - this is due to Tk support missing on Mac OS X.
I tried to install Tk / tkinter once and found that (a) it's hard to
get it working and (b) it's dead ugly on Mac OS X, so I didn't bother
too much getting it to work...
I probably could try to remove the macros using Tk from the
distribution, but there's more pressing things that would need
attention.

Hmmh - I just tried to reproduce using the
":pserver:cvs:@cvs.cvsnt.org:/usr/local/cvs" CVSROOT, but I didn't get
stuck, although I have to admit I wasn't able to browse tags either...
I keep getting the following error message:

Error: cannot chdir to (error 2)!
	cvsnt log: in directory .:
cvsnt [log aborted]: there is no version here; do 'cvsnt checkout'
first

Is this what you meant?
I'll have to investigate what exactly is being passed to cvsnt there -
at the moment (well, actually probably ever since), browsing tags in
the checkout dialog seems to be broken unless you checkout into an
existing sandbox...
