New to WinCvs, Can't get it to work.

I used to use WinCvs back around 2000 I think.  but now, I tried setting
it up, reviewing all the instructions online, which seem more to tell me
how it doesn't work than how it does.

I installed the WinCVS/CVS NT from the download off the main site, about
a week ago.  I can see the list of my files, but I can't seem to figure
out how to get it to start operating as a source control.  I can't
submit/add, and In my experiments, I did get it to offer me these
options before, but it would always fail.  I'd really like to get this
working.

Is there a short and simple guide somewhere that just gives me an
example of how to set this up?  Once I see a good example of a complete
install, and setup, I can do it, and alter it as I need to.
