'Best practice' (or at least my recommendation) is for a GUI to only allow :local: to be used to init a repository, at all other times it should be an 'advanced' preference or something similar where (preferably) the user is advised that it is an advanced configuration and the recommended approach is to install a 'server' and use :ssh:, :sspi:, :sserver: or (if you really must) :pserver:.

There are several reasons, the main one being that any feature that performs differently with different users (eg: acls) doesn't work on :local: (since the user is automatically admin in most/many circumstances).
