TortoiseCVS 10.1.x implements this - please download the latest version and try that. There is a different newsgroup for TCVS questions and you are best off asking TortoiseCVS question sthere. There has been some discussion here and/or on the CVSNT list recently about using the -B flag to label and identify consistent sets of changes across multiple files. I've been back through the documentation and the FAQs, and tried various options panels in both WinCVS and TortoiseCVS, but I can't find any way of using this flag with either.
