Most clients use CVSNT as the client - it is embeded.  eg: WinCVS, TortoiseCVS and MacCVS.  It's even possible to use Eclipse with CVSNT client (use extnt.ini)

Also the commercial GUIs from March Hare Software all embed CVSNT:
