WinCVS installation - python installed but not recognized

Having installed WinCVS (Windows XP Home) it prompted me to
install Python 2.1 or greater. However, even after installing
Python 2.6, I get the message TCL or Python are not available,
shell is disabled" (TCL/TK was included in my Python installation).
Any suggestions as to how to remedy this?
