As for the Why, please take a look at the FAQ:

http://cvsgui.sf.net/newfaq.htm#pythontcl_why

The location of the DLLs depends on whether you chose to install Python 
for all users or just the current user. If you installed for all users 
the Python DLL will be in your System32 folder.

What version of Python did you install? What version of WinCvs?
WinCvs 2.1.1 should be able to auto-detect Python versions 2.9 through 
2.1 automatically without need to explicitly specify the location if the 
corresponding DLL is on your PATH.
