According to the release notes the "improved" Python DLL detection was added in WinCvs 2.0.6. I definitely recommend upgrading to WinCvs 2.1.1 in any case. It has been working solidly for me for these last two years and has quite a number of bug fixes and useful feature additions over WinCvs 2.0.2.4 (which was relased in 2005 for chrissakes!).
