TCL or Python are not available

Greetings.  I am having a series of issues with wincvs - I will post one
at a time.

I have the following error message - TCL or Python are not available. But
I do indeed have Python installed.

WinCVS version - 2.0.24(build4)
Python 2.6

How can I tell WinCVS that Python is indeed available?
