I use WinCVS 2.0.2.4 and CVSNT 2.0.51d.

I user Windows XP Professional on my computer (I use WinCVs on it) and the root usr/cvs/cvsroot is on a HP Unix OS.

I launch the following CVSROOT string :
:pserver:fourro@localhost:/usr/cvs/cvsroot

I have not personally created the Repository. Nevertheless, my colleague succeed in using the CVS ROOT "/usr/cvs/cvsroot
