Permissions problem when file is on a network drive

I have one case where I want to use WinCVS to maintain a directory on a
network share. This worked for a while, but not anything I try to do in
that directory gets the error message:

    cvs [update aborted]: cannot open file txtzh-CN.pw for comparing:
Permission denied

I have all permissions on the file except Take Ownership and Change
Permissions and everything except Take Ownership, Change Permissions,
and Delete Subfolders and Files on the containing directory (I have
delete permission on both).

What is the problem? What permissions does this CVS need that I don't
have?

Both the network server where the file resides and the client machine
running WinCVS are running Windows XP SP2.
