This error has nothing to do with WinCVS - WinCVS is a gui and this is
an error from the client or the server.

Ensure you are running the latest CVSNT (2.5.04) client and server and
if the problem still occurs then contact the CVSNT newsgroup/mailing
list. 

Note 1: c:\cvsroot is NOT a valid repository name (CVS, CVSNT and
CVSROOT are all reserved words, use c:\myrepo instead).

Note 2: Couldn't open default trigger library: is caused by either:
 * a bug previously fixed, please upgrade to 2.5.04
 * installing the server followed by the client (should install client
then server)
 * an incompatible iconv.dll in the PATH (usualling in
c:\windows\system32)
