What features of CVS 1.11.22 does CVSNT not make use of?  There are none
I know of.

CVSNT 2.0.51.d is around 4 years old - upgrade to CVSNT 2.5.04 on your
client and server (yes CVSNT runs on linux) for the best result (most
importantly only CVSNT servers support merge points and so without a
CVSNT server you can't see merges in the revision graph, but you also
get things like Access Control Lists managable from CVSNT to restrict
write/commit access to certain modules/branches to certain users/groups
like you were just asking about on the gnu-cvs mailing list yesterday).

WinCVS uses a particular 'workflow' if you need other workflow options
then you should look at TortoiseCVS or the free edition of CVS Suite
Studio included in CVSNT 2.5.04 client.
