After when I launch my wincvs, I always see the following initial message in the output pane:

 

CVS executable: C:\Program Files\cvsnt\cvs.exe

 

and if I try to type anything such as "cvs up <enter>", the cursor just moves to the next line and nothing happens.  So I thought maybe there's an option in preferences which activates this feature?

It's enabled. Just click there with your mouse and start typing.
