Tagging not visible

Hello All
 
I tag a project or CVS module at the top level in WinCVS but when I try to view the tag repository at the top level the tag doesn't show up, however, it shows up and I can view them at the subfolder levels.  This is not happening to my other modules.  Could this be a bug or maybe our developers misused CVS and not importing the module correctly into CVS?
