Setting up remote repository

Hello,
I've set up a remote repository on a Solaris 10 server, used pserver protocol.  When I try to do an import of code on my XP machine, I get the following:
 cvs [import aborted]: connect to 198.132.184.3:2401 failed: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond. 

There is nothing in the help on the aspects of the various protocols; tried using server and pserver but get this message.  What am I doing wrong?
