Resetting Sticky Option and Expansion Option

Somehow, one of our WinCVS files got into an undesired state in WinCVS.  At one point it was a Unicode binary file in WinCVS,
and after some work, we got it to be a Text file, but with the option field set to "-kt".

As it is, expansion of the $Revision$ keyword is not working for this particular file as it does for the others.

All of our other text files have an empty "Option" column value.

Below is the result of running the "status" commands on two of our files.

The first file is like most of our others; it is a text file with the "kv" expansion option, but has nothing listed in the WinCVS "Option" column.

The second file is the problem one.  In this state, expansion of cvs keywords does not work.

I would like to reset the "Expansion option" to 'kv', and the "Sticky Options" to '(none)', like the first file.

I've tried various "cvs admin" and "cvs update" commands, but I have not been able to reset those fields.

"cvs update -kkv" on the file give an error about unknown options.
"cvs admin -A" didn't reset the values.
Other commands did not succeed as I had hoped.

Searching the Internet hasn't revealed to me what other commands and options might work.

A last resort would be to delete the file from the repository and recreate it, but that loses the change history for the file.

Does anyone have suggestions for how to reset this file's properties to be like our other files?
