how to checkout from repo

Is it possible to use wincvs to checkout code from a repo?

I have my url beginning with:
   :pserver:<user>@<server>:<remote_root>

Where does this information go?

I would expect to have some place to put this and be able to browser a 
remote repository.

I am really good a poking around and figuring things out, have done this 
for 15+ years.

Can someone send me the name and email address of the person who 
designed the front end?

Can someone show me how to checkout projects from a cvs repo?  Is this 
even possible?
