[Issue 249] cvs-1.12.1[0-2] spits out a lot of conflict errors when none exist

i dont think ive seen newer cvs versions create Root files with a trailing
slash, my current CVS repo's are just 'grandfathered' in from older versions of cvs

i really have no idea when this tree was first checked out ... the oldest info
my Gentoo logs have is that i used version cvs-1.11.6 in mid-2003, but i know
this checkout has existed on my machine for longer than that

so the issue is that cvs-1.12.10+ doesnt handle subdirs properly when the Root
file contains a trailing slash and you update with the '-d' option ...
cvs-1.12.9 and earlier work fine
