RC_3 ALSO DOES NOT WORK ON WIN98SE :(

The TCVS About dialog says:
  TortoiseCVS version 1.8.19-RC3
  CVS version: [unknown]
  SSH version: TortoisePlink Release 0.56

When I try to checkout a module I get the following
error message from TCVS:
  Trouble launching the CVS process:
  "cvs95.exe" "-q" "-Q" "co" "-c"
  On folder: c:\windows\temp\
  The number of semaphores for DosMuxSemWait is wrong

  Please check there is a cvs.exe in the same folder
  as TortoiseCVS or on the path.

cvs95.exe is installed now, but it seems to me, that =20
CVSNT 2.5.01.2025 won't work on Win9x: if I start
cvs95.exe from the command line, I get the following
error message:
  File CVSAPI.DLL is linked to nonpresent component
  SECUR32.DLL:CompleteAuthToken

If it helps, I can tell you that currently I'm using
TCVS 1.8.17/CVSNT 2.5.01.1976 on my Win98 boxes. It
means that after installation of TCVS I overwrote the
cvsnt-stuff in TCVS root directory with the contents
of cvsnt 2.5.01.1976 binaries distribution package.
The "original" 1.8.17 package doesn't work on Win9x
because of a file locking problem.
