TortoiseCVS 1.9.15 (unstable) released

Thanks to March Hare (http://march-hare.com/) who very generously have 
donated a 64-bit development system, TortoiseCVS now runs natively on 
Windows XP x64 Edition.

Also, it is now possible to install TortoiseCVS without restarting Windows.
