TortoiseCVS 1.6.5 (stable) released

As several people have noted, release 1.6.4 did not work on systems that 
did not have the Microsoft Visual C++ .NET runtime libraries installed 
(unfortunately, this does not include my system :-)

This issue is adressed in 1.6.5, along with another minor bug.
