I have a vague recollection of needing to fix this for a customer. I think I modified TCVS to have an option (or registry setting) so that it did not automatically delete the file. If this option is on then it is the operators responsibility to manually clean out the temp - but TCVS could be made smarter to automatically clean files (based on name) if they are over 1 month old or something...
