Fail to connect to CVSNT

Hi All,
I m new to tortoisecvs , if my question or understanding are wrong, please correct me, thanks :)
I tried to add a new module but it always give me this error message:
connect to test-pc:2041 failed: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
However, i m able to connect to CVSNT if i connect using command prompt using this command:
Z:\>cvs login
Logging in to :sserver:cvsadmin@test-pc:2401:/TEST
CVS Password:
i used the same setting for the configuration when i wanna add a new module. but i always fail to connect to it. Any idea?
