Go to evscm.org and click on 'testing download' vs. 'stable download'

We post a message to the cvsnt newsgroup listing the main changes for
each release (the changelog file in the source contains a list of all
the changes).

And

We do provide release notes for the CVS Suite releases, eg: 393 changes
since 2.5.03.2382:

2.5.05 will be updated to stable in the next few weeks (hopefully before
Christmas) - Tortsten's decision to use 2.5.05 is the right one, and
hopefully he can update his installer to the 'stable' release before
TortoiseCVS is 'stable'.

Highlights of 2.5.05 client:
* performance (fixed bugs in signature checks)
* ipv6 support
* 'cvs switch' verb for changing sandbox CVSROOT when server has moved
* gserver fixes
* improved support for chinese filenames (stable release only, not in
RC)
