Yes, this is how CVS is designed. There will not be a warning - 
TortoiseCVS has no way to determine that the tag is set on some files 
and not on others.

Not to offend, but I think you need to read up on how tags work. You do 
not usually move tags around (among other reasons, there is no way to 
undo a tag move).
