Using Tortoise with a web project (several developers)

I'm trying to use Tortoise with a web project. I installed tortoise under my login Windows server that several developers use via terminal services. I checked in the web project directory (a WAR file under JBoss). If I make a change the file icon turns yellow. When I check in the change it turns green. So far so good for me alone. For other users there is a problem. They do not see the yellow and green icons next to the files. Also if they try to CVS Commit a file it uses my login. How can I configure other users so that: 1) They can check out an individual (jsp) file into the web application directory exclusively (and lock it) 2) Make changes and be able to push it back to CVS under their own logins. This will allow several developers to work on different pages in the same web application folder and track changes in CVS.
