Getting started and documentation

I am trying to work with TortoiseCVS and have downloaded the program, 
but the link for the User Guide seems to point to a garbage 
file.  When I click it I get a screen full of garbage with some html 
file names embedded.  Am I supposed to be downloading this 
instead?  How do I use it?  I'm not familiar with .chm files.
