No, CVS revision numbers will always start with 1. There will just be 
more periods - for an example, see 
http://tortoisecvs.cvs.sourceforge.net/viewvc/tortoisecvs/TortoiseCVS/src/CVSGlue/CVSAction.cpp?view=log, 
which has been merged numerous times.
