I know this won't help much, but I have exactly the same problem with the latest stable TortoiseCVS. I don't know what changed since 1.10.10, but everything was working perfectly. We use it from years with TortoiseCVS on XP machines. I get a new Windows 7 machine and I install the last version of Tortoise (1.12.5). Installation works fine. I check-out my modules. Some file and folders have name with accented characters (like éàè, ...). In Windows 7, these characters appears like a question mark... Am I missing a parameter ?
