If you are using CVSNT client then you should ideally be running CVSNT server (yes it runs on linux).
 
Older CVS systems have always had problems with non-ASCII characters and how they are represented cross platform - CVSNT has specific protocol enhancements to communicate the character set being used between the client and the server.  When you've upgraded your CVSNT client (as a part of the TCVS upgrade) something has changed with the character set translation.
 
To help the community resolve the issue please perform these diagnostic steps:
 
1. Does the problem occur when using checkout using the command line using TCVS 12.x?:
cvsnt -ttt -d :pserver:host:/repo co modulename > c:\co2.txt 2> co2-err.txt
 
Send to support.cvs-qn/[email protected]:
* the EXACT command
* the co2.txt and co2-err.txt files
* a directory listing/screenshot of the invalidly named files
 
2. Does the problem occur when using checkout using the command line using TCVS 10.10?:
cvsnt -ttt -d :pserver:host:/repo co modulename > c:\co1.txt 2> co1-err.txt
 
Send to support.cvs-qn/[email protected]:
* the EXACT command
* the co1.txt and co1-err.txt files
* a directory listing/screenshot of the invalidly named files
 
3. If the error does NOT occur with command line, but DOES occur in TortoiseCVS please copy/paste the contents of the 'command window' from TCVS 10.10 and TCVS 12.x
