General advice to all: STOP USING TORTOISEPLINK and :ext:!!!!
 
I've discussed this on and off with Torsten - for many many many years
CVSNT (the client that comes with TortoiseCVS) has an in-built :ssh:
protocol and I've not heard a single good technical or business reason
to include both plink/ext and ssh - it's just confusing.
 
So change your connection string from :ext:host:/repo to :ssh:host:/repo
and it should just work.
 
Alternatively download the CVS Suite trial which does not include plink
and does have gui options for :ssh: and is tested on Windows 7 x64:
