Don't you get a question with a checkbox? You should check 'Initialise a 
new repository here' and choose OK. After that, it will try again and 
should work. 
ps.: While it will probably work I wouldn't call my repository folder CVS 
but more something like repository or cvsrepository. CVS is a foldername 
used by CVS for storing internal files, it might get confusing.
