Don't. 

Use CVS or CVSNT to create the sandbox on linux, and use CVSNT to create
a different sandbox on Windows.  You can keep them in sync using 'cvs
update'.   Note: TortoiseCVS creates the GUI dialog boxes, it's CVSNT
that does the 'checkin', 'checkout' etc etc.

When the files are created they are created in the 'native' format of
the gues operaing system, so windows cannot really use linux files.  

Also TortoiseCVS uses CVSNT 2.x which creates the sandbox slightly
differently to CVS 1.x - if you use CVSNT on both linux and windows then
the sandboxes will at least be in the same format.  If you have files
that always must have line feeds regardless of where they are checked
out (windows or linux) then use -kL.
