I believe the problem is that VS2008 Express does not support 64-bit 
compilation out of the box.

You have several options:

1) Make 64-bit support work - this seems to be possible, but cumbersome:

2) If you do not actually require building the 64-bit DLL, you can 
simply edit runcmake-vc9.bat and remove the second call to cmake.exe.

But the actual build procedure you want to use depends a bit on your 
goals - do you just want to make modifications for your own sake, or do 
you want to distribute new versions to other users?
