It is not possible to overwrite TortoiseShell.dll, since it is in use by 
Explorer (and possibly other applications). Anyway, TortoiseAct.exe does 
not use TortoiseShell.dll, it is the other way around.

I'm probably just being thick here, but what do you mean by "calling 
cvsglue"?
